Right click desktop Properties > Desktop > Colour.... It's the black background bleeding through. Pick a colour that is a closer match.
Tried that, but can never get the exact match. What i want it to do it be see through just like the others in the office.
Thanks anyway

Odd. Although you are using a BMP for a background.... try using a file that ends in .jpg
I believe the 'tellytubby land' picture (Bliss) is a JPEG so set the machine to use that and see if the problem goes away. If it does bingo
Edit: I know it's a BMP file your using because that background tile has been around since NT4 appeared which could only do BMP file

Open 'Control Panel' then double-click on 'System'. Choose the 'Advanced' tab and click 'Settings' in the 'Performance' section at the top. Turn on the 'Use drop shadows for icon labels on the desktop' option, and click Ok. Click Ok to close the 'System' window, close 'Control Panel' and Bob's your preverbial.

Still not doing it. I changed the pic as suggested to. That box was already ticked. So i un-ticked it and then re-ticked it, no affect.

That's really odd, because I can re-create your problem (using the same desktop wallpaper) by un-ticking that box, and then I can fix the problem by ticking it again.
Stupid question (sorry) but you are clicking 'Apply' after ticking/un-ticking the box?

Had this when I installed xp on an old laptop (PII 300). I had the exact same config as my desktop but no matter how much I shouted at the ‘puter it would change. Odd. Out of curiosity how old is the system?
It is a HP running Windows XP Verions 2002 Service Pack 2, 2.8Ghz

Found this on the web as a cure, worth giving a try:
First turn on the Use drop shadows for icon labels on the desktop option, and click Ok.
Make certain that you do *not* have "Lock desktop items" enabled. You can find this option by going to Display Properties, then clicking on the "Desktop" tab and clicking the "Customize Desktop" button (below the list of wallpapers). A second dialogue will appear, and you will need to click the "Web" tab and uncheck "Lock desktop items." Now your icon text should be rendered with transparent backgrounds.

Martin,
Thanks for the idea, again followed it to the tee and still no luck.
I am destined to have it stay the same.
