Does anyone know if an NTSC format DVD will play on a PC? Is this the same thing as the Region 1, 2, 3 etc?

It'll play fine since NTSC/PAL refers to video output, not something a PC is concerned with when playing back on a VGA monitor. You will at worst have to contend with some black borders if playing a NTSC video on a VGA display since NTSC has less lines, unless you stretch it to fit, but then the aspect would be wrong. This is assuming you don't have any region playing restrictions, which i think windows PC's will try to enforce.

It's not exactly the same, region 1 (USA) is NTSC, region 2 (Japan & Europe) is both PAL (Europe) and NTSC (Japan), etc.

As scorp touched on. Unless you circumvent it (or use something like VLC which will just open the VOB's directly) Windows (and PowerDVD, et al) will enforce the region code.

You *CAN* change this 5 times I belive and after that the thing will need to be sent back to it's manufacturer for a reset (to give you the 5 back)... I seem to recall they can only do this so many times.

You mean Never Twice the Same Colour. And Perfection At Last. And you forget System Essentially Contrary to the American Method.

BTW, none of this stuff goes onto a DVD. These are all methods for encoding colour information into an RF TV signal. What does vary between countries on a DVD is things like frame rates and resolution.

Thats the video signal, a PC won't convert it to an NTSC video signal, just the same resolution.
