Disable Norton.
Go to somewhere like House Call (Trend on-line AV system).
Scan, turn on all the goodies.
Download Spybot S & D.
Download AdAware SE.
Flip a coin, heads download AVG-Free, tails download nod32 and hand over the small amount of money for it.
Install both and update them (as you would your Anti-Virus).
Run Spybot S & D. Delete / clean everything it finds. Got to the 'Immunize' options and turn on. Quit Program.
Run AdAware SE. Delete / clean everything it finds.

Reboot.
Does the problem persist? If so, reboot and go in to Safe mode (tap the F8 key whilst booting).
Run SpyBot.
Run AdAware.

Uninstall Norton.
Install either AVG-Free / nod32.

also might be worth doing:
Start > Run > MSCONFIG > Startup [TAB] > Disable All > Apply > Close > restart

If you dont get the message then put ticks in half the list and see if message apperars and basicaly trial and error as to which program is causing the issue.

Just to add, Spyware Doctor is a very effective tool.

Its definitely a virus of some kind.

This is based on what?

Sounds more like a badly behaved program or an incomplete removal of an application or printer driver.
Suggest you try msconfig (Start > Run > msconfig [enter]). Select last tab; Startup.
Have a look there to see if anything contains qms or similar and clear the tick box - simple enough to put back if makes no difference.

Cheers,

edited to add printer driver as Minolta make QMS make printers.
