Yes!
You can create a shortcut for the recycle bin and move it into the Start Menu.
TweakUI (downloaded from MS) can remove the recycle bin from the desktop.

Theres also a direct registry hack (which is what TweakUI is a funky front end for)

Just google for it and all will be come apparent.
