shareaza settings

hi i have a 1.5mb adsl line (not in uk) and run kazaalite and shareaza most of the time. i have tested lines etc and they are fine. i have checked download on shareaza set it to 70kb/s max download bandwith and when it says it is downloading say at 25kb/s total. internet surfing is way too slow.
i used to have 1mb blueyonder cable and run same pc and mac and wireless network and have no probs.
any suggestions as to why shareaza is not being limited to the set bandwith?
