anyone know the licensing cost per user for MS Exchange? For a group of about 200 users?

Depends on 3 things: the type of licensing you have, if you buy into Software Assurance, and what discount you are entitled to for volume licensing. You would presumably buy it on an open license scheme so its difficult to say how much it would cost as it depends on your buying power. You will need to contact a microsoft licensed reseller to get a quote.
