Broadband con? 256k as quick?

I have 10 gig per month usage.
It gets extended towards the end of the month up to 3 gig.
Today I didn t bother to add more usage as its virtualy the end of the month.

Well.........the computer is just as fast on normal 256k as on the broadband (well it seems so as downloads etc are thhe same speed)??

Is this a con? All the sub terra cables have been replaced in our area 3 years ago so would the 256 performance be improved over original copper?

Maybe its been throttled because you have only just reached your cap.
