Slow network after fitting second router?

Hope someone can give me some assistance with this one!
What I've done is fit a second Netgear wireless router in the house so I now have one downstairs and one upstairs.
The one downstairs is the "main" one with the ADSL connection, DHCP enabled (although all the attached devices are configures to have static IP addresses) and the upstairs one has DHCP disabled and has been assigned a different IP address to the downstairs router. All the devices have the downstairs router as the default gateway.
Everything works, I can ping everything and access the internet on devices attached to both routers but everythings running very slow.
Have I missed something out?

I presume you are trying to use the second router a switch/access point. I also assume the second router's fixed IP address is outside the DHCP range? It should be noted that some Netgear routers don't support this config. I have no idea why but I had a similar problem trying to use one as an AP and gave up.
