Anyone know much about video streaming?

I'm looking for a solution to the following requirements:

Video file stored on server
Video Client player running in a web browser
Client needs to jump to time/cue points and have the server change the stream to that point
Clients needs to play video forwards and backwards at various speeds & resolutions
Client needs to be controlled from Java Script so I can do other tasks such as get/set the time/cue point that the client is currently paused/playing at

Any thoughts?
