Windows 7 "Checking Disks For Consistency."

Hopefully somebody can shed some light on this:
My Girlfriend recently bought a new HP laptop running Windows 7. When booted it will automatically divert to a "checking discs for consistency" screen at start up. The laptop is shut down properly each time after use, I can't for the life of me work out what this is!?!
Any help is much appreciated as this is a "consistent" pain in the arse!
ETA: This program also frequently crashes at "1 second" during the countdown, meaning the only way to turn it off is to push and hold the power button, then start the process over again...this can't be good for it!

Windows usually runs chkdsk when theres indexing problems on the hard disk.
Once thats done that should stop it checking every time.
- Boot into windows and click on start >run then type cmd.
- Then type fsutil dirty query c: (assuming c: is the hard disk your having trouble with.
- It will probably tell you the hard disk is dirty and so you will want to type
