Proxies or whatnot

Is there anyway I can make it appear to anyone I am dealing with that my IP address is in the UK, even when it is not?
Reason being that I am living in Moscow just now and Paypal have just told me there have been a number of unauthorised transactions through my account by someone in Russia and it is being suspended.
They weren't unauthorised transactions, they were by me for goodies on Ebay which I want to have waiting for me when I get home.
However, they have now deactivated my account and have said they don't let Russians use Paypal (due to the large amount of fraud perpertrated from here, which I can believe). Also, a number of American card processors don't seem to like me being here either (Footlocker for instance, which is one of the few places I can buy shoes my size).
I have heard about proxies and stuff, but how do they work and is this what I need? Or do I just have to go without for nine months?

Wouldnt that be illegal though?
Well, if you use a proxy they probably could detect it as a proxy and catch you in the act.
What i would think might work is have someone in the UK allow you to run your net through their ip. So basically you would be sending the data through their ip, so when they trace it they will see that as your ip. Then have them use visual trace to trace the ip since it displays ip's on a world map. Do that and wal'la. Not sure how your going to do it though, im not too good with my hacking techniques, just my theories.

A proxy would work (if you can use one here). The suggestion of 'sending data through another IP' is kinda vague. If you could use something like terminal services to run a browser from a machine in the UK, then that would be fine. However, any data which originates from your PC will have you IP address, regardless of how it's routed (unless you VPN into a network in the UK, possibly).

I guess from what you're saying though is that my IP address is my IP address, and its always going to have a Russia identifier, so I just have to wait for my occasional trips home to order stuff on my parents dial-up? Nightmare.

They don't like that either. Because I am in Russia using a non-Russian credit card (and Russian credit cards are almost impossible to get) then all the payment processors these places use assume you are trying to perpetrate a fraud. Russia is not popular with credit card companies, as fraud and corruption are almost endemic here.
