Try www.xsession.com
Run by a bloke I work with. £50 will get you 500Mb worth of webspace. You can also buy domain names etc from them.
To create the webpages I use Dreamweaver MX but you could use Microsoft's front Page.
Very easy to do.
Have a look at my website www.phillmanson.co.uk as its mainly photos and see what you think. Mine is hosted by xsession and I brought the web name from them as well.
Give me a shout if you need any more advice or help
Edited to add. The £50 is a yearly charge and you get a number of email addresses with that as well.

I get my domain names through Easily (www.easily.co.uk) . Very good and reliable.
They also do hosting. Prices on the website.
They advertise here on PH so if you click one of the links i'm sure Ted will benefit as well.

After asking on here a while back I went with JamieBeeston and register1.net, I'm happy
(www.stefancarlton.net). £99/pa gets you domain, 500mb space & 5gb/month transfer.
There are others, I think dontlift runs a hosting company, as does joust I think...
The one thing I should point out is not to go for the cheapest available - I know of one company who offers 10gb space, 50gb transfer for £80pa - there must be a catch!
As for webdesign, the best way would be to get something like Dreamweaver/Frontpage and make it in a drag-drop style. Personally I wrote the code from scratch in PHP, but I doubt you need anything that complicated.
You'll also be able to get a lot of off-the-shelf code, and scripts such as galleries. I wrote mine as I'm a CS student and wanted a challenge and to do it my way (as well all do
) but you don't have to.
What are you planning to display on your site?

Glad your enjoying it. FYI, any PH'er who wants a VDS, I will happily upgrade to 10gb PCM 1gb space.
https://www.register1.net/vdsdemo
if you want to nose around the control panel.
AND
buy a VDS before the end of April, and I will throw in a free domain (.uk / .com net org) </pimp>
We are in the process of revamping the VDS service, functionally its all done now, but they are not live to order yet, if you want one, just order your domain, pay for it.. then raise a support ticket saying you want a VDS, on the PistonHeads Deal, and I will sort it out (and deduct your domain costs from the VDS)
Hope you're enjoying your Support & Service doc
thnx for the mention.
I find www.fotopic.net very good, you get a free domain name (not entirley of your own choosing, but it can look like it is) 250Mb of space, which if you ask niceley can be upped. All for a grand total of £0.00p. Users can buy your pictures online, even create a PDF of your pictures. Also password protect the pictures, you choose the look of the site too!
I have never had a problem with their service myself
