A friend has a 2003 W211 220 cdi estate suffering from borkage of (at least) a moderate nature. The latest attack is electrical bork which a quick Google suggests was not entirely uncommon in this era as Mercedes blunted granite chisel necessetated a switch to soap-stone. The symptoms are no dash lights, no heater, and the alarm going off randomly and for no reason. Question.. is the best option an auto-electrician or a Mercedes specialist to identify and resolve?

We had a few electronic niggles on our 2005 E320 4Matic Estate, and the Mercedes dealer was able to "reset" things and magically have everything fully sorted for an hour's labour... Symptoms were entirely different than you describe, but I'd be willing to bet the dealer has seen these issues before and would likely be better equipped to handle than an independent auto electrician who may or may not have any familiarity with the 211s in general.
