A class AMG Line activate Executive upgrade

A close relative has a 1 to 2 year old A class AMG Line.

He has asked a Mercedes Dealer about activating the Executive Pack (Sat Nav, Parking Sensors, etc.) but they want a small fortune to enable the software.

Is this something that can be done by a Mercedes independent garage for a reasonable charge?

If so, somewhere in Hampshire/Greater London area.

The obvious answer is why wasn't the car ordered with the pack?

The sat-nav is just inserting the SD card (I use my phone for Nav via Apple car play). Surely heated seats would mean fitting the switches and elements in the seat base? And as for the parking pilot, the car would have to have all the sensors fitted to the bumpers?
