foot operated handbrake help please

My father in law has a CDI 220 manual with a foot operated handbrake

the handbrake will not engage - the pedal goes down but comes back up again

is the handbrake held in position by an electric device or is it mechanical

any advice idea's

I suspect it's a failed ratchet.

Might be worth looking on MBForum or Mercedes Club forum.
