Rear number plate fixings on Fiat 500

Just changed the rear plate on our 500 and am a bit bemused by the fixings.
The screws went into an unfixed plastic block. This made it a bit of a pain to get out in the first place and was even worse to screw back into, especially as two fell into the cavity between the boot and the liner.
Has anyone encountered the same problem? and how did you fix it?
