Steering wheel fitment

I wanted to fit something like this to my 145 - plain black suede wheel. Clearly this model has no centre cut out or provision for a horn. Would it fit for a start and also be road legal?

The reason I wanted the Sparco is the logo is in the centre of the wheel. Then I could put a circular alfa logo over the top to hide it. However on many steering wheels they have a horrible logo on the spokes. So it really has to be a centre logo or better still no logo at all.

Anyone know if it is a legal requirement to fir a horn?

Yes, you need a horn. No requirement for it to be on steering wheel though, could easily be a button on dash. Very easy to wire in.
