Can I put my Dinosaurs on wheels?

I am building an adventure golf course. I have been given planning permission and in the planning submission doc it does say there will be a theme , features and a series of structures but the offer is also in the document to approve the materials and details.
I submitted more details drawing, and the council don't like my dinosaur theme as it goes beyond the spirt of the planning permission.
Can I put the dinosaurs on wheels, therefore negating the need to get permission for them, as they will be a movable structure ?!
I know I can re-submit planning, go to appeal etc, but I have to get this open for end of March and time is against me. Dinosaurs take 2 months to arrive from China...

Change the theme if that;s what is objected to?
There are 3 different crazy golf places, 5 courses, near me and they're all dinosaur themed.
So many other options. Pirates, Medieval, funfair, general history, space......... Dinosaur as a theme is so pre-stone age.

How big are these dinosaurs?
One is quite big - 10m long by 5m high, but most are 2m high by 1m. I am happy to reduce the size of the big ones if needed. Do you need planning to put a 2m high ornament in place?How big are these dinosaurs?
I could change the theme, I am in talks with the council, but Dinosaur has been planned for a while, it takes quite a lot of thinking about to get the design and feel right. Plus kids love Dinosaurs, I have Dino burger resturant idea to put in later in an existing building.

This should be self evident from the OP's comment that they would take 2 months to get here from China. Clearly, they would be much quicker than that, if they had wheels.Being, however, that we now know that dinosaurs actually had feathers and were simply the ancestors of modern-day birds, the Woolley Chickens case is clearly applicable, in terms of Planning law.
Change the theme to "Council", how could they object to that?
