Absolutely, you don't have to sign anything when optional.
Doesn't make any difference really though. Everything goes on a statement or a pocket note book, the form is written "refused to sign"
I never get fazed when someone does the old "I'm not signing that, you're stitching me up copper"

Like Silverbackmike says, you dont have to sign anything. Most police officers will ask you to sign a DPS1 form (replaces the old HORT1) as when you produce your licence, the person receiving the production at the Police station is able to compare the signatures which is some evidence that the licence is produced by the person the form was issued to!
It is your choice, you do not have to in the least but it makes no difference anyway really

To be fair though in my case I think it helped. It made it easy for the chap pulling me over as I had my licence there for him to check so I presume saved him filling out other forms.
I was polite, had a good chat with him and he gave me a fixed penalty 3 points £40 fine. Considering I was averaging 98.9mph (oh god the do-gooders will have me for this ludicrous speed) on a Dual carrageway I think he was pretty generous and yes I think me cooperating and not mouthing off helped.
At the end of the day I was speeding, it was a fair cop.
Get it all the time in the cell block. People refusing to sign for their rights, their property etc... I just think to myself, Bail Decision. Can I be sure they are who they say they are?? People who refuse to have their fingerprints taken, and who are generally obnoxious.
Many a person nicked on a Saturday night has bail refused and spends till Monday in a cell, when had they played the game, they may well have got bail. Fuuniest one is when someone is nicked under S25 PACE, for something like a motoring offence. Due to the fact they've given a false name. Invariably, after going on livescan we find out who they are. They then get charged with Obstruct Police for lying, and get their bail refused. When had they been truthful at the roadside, they would simply have been reported for the relevant offence!

Sadly Traffic Pols are diminishing in number. I can't imagine a speed camera adminstering first aid at the scene of an accident, even though they do save lives....
One reason that I ask people to sign HORT/1 (producers) and fixed penalty tickets is to witness their signature.
This can then be compared next to their driving licence or other ID.
Obvoiusly not foolproof, but it's caught some people out before for me.
The new plastic driving licences with pictures on them, negate the need for this, obviously.
