New Car Factory Location?

I see BMW are planning to open two new car factories to satisfy the need for emerging markets. Wondering where the best locations are these days for siting new factories based on incentives, economics etc alone (not market and supply base).

Seems days of UK incentives are long gone....

Probably both in China. It's not incentives that are driving it; it's the massive duty payments on car imports into a massive market.
