adjustable bilstein shocks?

im on cleaning up rear wishbones etc,rear shocks are bilstein adjustable,tried altering setting nothings turning,lttle brass cog teeth are sheared anyone know what they are off or have any spares 
shocker also has guglielmi stickers on,been in touch with them they told me to contact bilstein,they said they dont do any brass parts as described so?.any help much apprieciated
