Uncertain pop up lights

Quick query on headlights...

I have a '94 mk1 (with the flash facility from new rather than the "flash to pass" mod) and sometimes, without any rhyme or reason, the lights don't pop up on a flash or when I put the headlights on. Sometimes they don't come up at all, and other times I flash the lights with no response.......then suddenly they'll pop up and down about 10 seconds after I've pulled the stalk. Weird. the lights themselves work ok - shining brightly underneath the bonnet...

I'm not really sure of all the bits and bobs to flip up the lights, but would a squirt of WD40 or silicone lubricant make any difference?

Could be a dodgey conection on the relay near the passenger wing - I was trying that by pass mod to stop them coming up on sidelights but failed miserable.

When I was putting the relay back up the headlights were going up and down randomly !!
