Van on side, M4 before J11 westbound, Fri 20/5 @8pm

Cruising back from LHR last night, I was thinking how smoothly everything was going when a marked BIB pulled onto carriageway at J10 of the M4 and slowed everyone down to about 30mph. Highway Patrol picked up and BIB disappeared, then we shortly joined the stationary queue of 3 lanes...
In the next 20 minutes, there must have been 3x marked cars with blues on, 2x fire engines, at least two paramedic/ambulance and one paramedic car, all going down the hard shoulder...
About 2 miles before J11, lanes 2 and 3 were closed and we crawled past a SERCO van on its side - I wondered if it was prisoner transport, hence the strong presence? By the time we passed, there were probably 3 cars at the scene but no sign of fire engines/ambulances...
Anyone know what was going on?
