Despite all the teams opposing the change - Todt is still insisting that the change will happen. But might let them run the V8's for another year, alongside the 1.6 turbos !

Bernie is dead set against running both engines and is known not to be a fan of the 2013 engine.
My money is on the new engine not happening.

Bernie should keep quiet regarding rules and regs - he's the Promoter.

Max originally wanted a 1.6T World engine - for use in all FiA World Championships! Both WRC/WTCC have adopted them, now it's F1's turn to.
