Redundancy Payments Office (RPO) and Administrators help

My employer of the past 4 years went into administration on the 8th April 2011, having last paid me on 1st March, leaving me with 10 weeks owed by the RPO, 4 for reduncancy and 6 for unpaid salary.
Since the appointment of the Administrators on the 11th April, it took a further 20 days for the Administrator to respond with the RPO documentation that required completing. This was completed and returned to the administrators on the 26th April.
On the 6th May, I again chased the administrators to see where my claim was, to be told that they had been reviewed, and would be presented to the RPO that afternoon, and was given an estimate of 3-6 weeks for the RPO to process.
Are these timescales normal for this process, as the only funds, bar my savings, that I've recieved is JSA of £67 pw, is there anyone I can complain too, to speed up the process ?
Finally, my old employers HR and Payroll were all outsourced, and naturally not paid, meaning that no P60 was issued for last year, nor can a P45 be issued by them, again any ideas on what can be done to resolve this problem ?
