global spec cars

i've recently moved to the UAE. haven't gotten around to buying a car yet but everyone and his dog at work keep telling me i MUST make sure it's gulf spec.
aside from the tyres [temp. rated], do car manufacturers bother speccing for different markets these days? i can't see the benefit in terms of cost or effort to using different cooling systems, aircon compressors etc. their argument is that the cooling of a gulf car would be excessive in europe. i counterpointed that this is solved for pennies - i.e. different temp. trigger level on the ecu - and that even uk market cars are extreme weather tested for months on end. they ended by saying i don't know what i'm talking about.
can someone who works for a manufacturer settle the argument please? proof either way would be nice.
