What holds the fog lamps in place?

As per title. One of my wife's front fog lamps appears to be held in place by a piece of sponge ie this is wedged against it and keeps it 'tight' against the front bumper. That is how it came from BMW as an approved used car. I only noticed it after a month or two along with the pull pad inside the door being loose. It has obviously been pulled off at some point and the plastic clip has been broken. You have to be careful what you pull when you close the door.

Anyway what do I need to buy to ensure the fog lamp is held in place properly? I assume it is missing a clip of some sort.
