SORN : advice needed ??

Dear All, I'm looking for some advice ref' SORN for a good friend who's owned an early 80's vehicle for the past 9-10years which is off the road, untaxed [probably rotting-away!], and has yet to be SORN'd for this period.
The issue is that they've simply "not got-around" to completing SORN status and need to know what would happen if they now comfirm SORN to the DVLA. Ultimately, they want to restore the car as it has sentimental value to them, but, believe they will be liable to a fine from DVLA for not previously declaring the car as SORN; is this correct?
If any of you can advise, it would be greatly appreciated.
