How much brake drag is acceptable?

Just changed a handbrake cable on the Saab and there is some drag on the wheel. Not having played with brakes before I'm not sure what is OK.
You can see that it is adjusted OK because with the cable detached from the caliper it still has the same amount of drag.
I really don't want to start adjusting the caliper itself though. It was OK before the previous cable seized...
What do PH experts think (please no speculation, I have a long drive to do this PM and I'd rather have some cold hard facts

Yes, if the hub gets hot you have too much friction.(Bear in mind disc pads rub a little all the time in any event. There are no pull-off springs.)
