soft water creating white streaks

I seem to remeber a thread offering advice on washing cars in soft water areas and avoiding horrible white streak - having moved from hard to soft recently would appreciate some advice in getting a decent finish.

OK, I'll admit it, I don't understand this. I'd have thought that hard water would make white streaks if anything was going to (calcium in the water). Anyway, I've washed mine in hard and soft water areas and it goes like this: Rinse it, wash it, rinse it, leather it, wax it. No streaks. Ever.
