Insurance question, 2 policies on 1 car?

Daughter 1 has been driving on her own policy for over a year & has a no claims discount.
Daughter 2 will start learning to drive soon. They will both share the same car. I want daughter 2 to have her own policy as well so she can hopefully build up a NCD, & also if one of them has a knock, it will not impact the other's NCD. Can this be done, 2 drivers, 2 policies, 1 car?

There are a number of reasons why you can't do this. Firstly the vehicle insured would normally have to be registered to the insurance proposer so would cause complications this way and potentially one of them would not provide cover. The other is getting into the world of dual insurance and contributions which wouldn't be advisable for a motor policy.
Perhaps the best bet is going through someone who will issue NCD to both drivers (direct line)? who do this.

There is no particular reason why you can't have two policies on one vehicle. Unless you are named on another policy, then contributions are unlikely to be an issue. And many insurers are OK of the owner is a family member.
The main problem is with MID update, and it is a bit an admin headache. But if you can find someone to do it, there is no legal reason why not.
