I thought he was a fashion follower then noticed the silly rolled up trousers but also noted the choice of watches. So I am confused still!

It's a very odd combo of preppy cut-out collegeal fashion faux pas and interesting watches, very bizarre...

Yeah. I think there's a military influence to his clothing choice, too. Maybe he just likes military kit but mixes in fashion circles and this is the result.
