Would the fire damaged Tamora at TVR Dean's, be a good buy, or a bad buy?

I guess it depends on the cost to repair + the price of the car vs. buying a non damaged one. Also you need to consider the cars history. Just because you repair the fire damage it won't make it a good car if things like the engine/clutch/shocks etc also need attention.

I would establish the history of the car & its current mechanical condition pre fire before deciding if its worth the hastle or the money they want for it.

They're a bit bonkers if they think someone will pay nearly 9k for a car in that condition. I don't think I'd pay more than 5k for it if I was inclined. As Shep says the history would be important too.
