Stolen driving licence

Disaster! I was pickpocketed last night in a club in Oslo and my GB photocard licence was inside. Can anybody help me with how I can get a replacement licence when living abroad? The DVLA website is pretty light on information on this, helpfully!

As a side point, does anybody know if you can rent a car (from Hertz, Enterprise etc) in the UK with just the counterpart paper licence? I know they won't accept a UK photocard licence on its own (i.e. without counterpart).
