Water pump or air lock?

Evening all,

If my car is reading hot on the temperature gauge but the radiator is cold is it likely to be the water pump or an air lock please?

Radiator replaced recently but no air from radiator when bleed. I have also removed the thermostat and no flow into the swirl pot?

Also, the motor for the heater has beed disconnected should the arm be up or down for flow to the heater please?
