Comedy speed camera letter in this weeks Surrey Advertiser

This has to be a joke letter, but the Surrey Advertiser appear to have taken it seriously and have included a large picture with it.

While driving in Hampshire recently I noticed that the authorities in the county use a design of speed camera which allows a photograph to be taken of the driver of the speeding car.
This seems an infinitely better design to me as with an image of the driver can put the nature of any speeding offence into account. For example, a middle aged man wearing business attire and driving an executive car (such as myself) is probably heading for an important meeting that may possibly generate tens of thousands of pounds for the county and police should show lenience in any potential future prosecution.
Meanwhile a young male driving a hot hatch or 'pimped ride', perhaps accompanied by his obnoxious friends may well be high on drink or drugs and the full weight of the law should be enforced in his prosecution.
However for me, the worst offender would be a young mother, with her terrified innocent child strapped into the back of her speeding car.
Can anyone imagine a more heinous crime ?
For me a permanent driving ban would be the only response to such an incident.
Can I encourage the Surrey authorities to consider the adoption of these improved cameras as I think their benefits are obvious?

It reminds me of a few years ago i was watching one of those cops type programs, the officer was being interviewed and he was saying that:
Blacks youths = drugs
White youths = ram raiding?

kwit, I forget his name, has written into The Sunday Times in Gear this week extolling the virtues of average speed cameras because they make people drive properly and save fuel which means hopefully people won't buy silly overpowered cars. I don't have the picture but I read it thinking 'Can't tell if trolling or just really stupid.'
