7k small car hunt

Hi guys im after a bit of help.
My girl friend is turning 21 soon and she is getting a car. Her budget at the moment is around 7k give or take a bit. So what kinda cars are out there for this price.
Car needs to be:
With in 3 years
Low ish miles
Small ish
Cheap to insure
can be private or dealer sold
The car im thinking is a FIAT 500 pop or what ever it is. But don't know how well it would do on motorways....
