OK, here's the problem. The fuel gauge has stopped reading correctly. I know there's 20ltrs in the tanks but it's only reading the E of empty, so it does move up from the bottom. The voltage reader is still working fine.

Any ideas? could it be the voltage regulator?

There is no relationship between the volt meter and the fuel ...the relation ship is with the temp sender,( both these are regulated to 10V by the stabiliser) this sounds like float having fuel in it or the sender gone.

On the 3000M the voltage stabiliser feeds the Temperature gauge as well as the fuel gauge. If it's the same on the 1600M and the temp gauge is reading OK then it's unlikely to be the stabiliser.
First suspect would be a bad connection from the tank sensor giving a high resistance either in the signal or ground path. Other options could include a float with a leak - I've heard that before or other mechanical fault stopping full movement of the float arm.
