Cropped image on CRT TV - confused

Digital switchover - seems it's really happening. Analogue BBC2 disappeared this week, and my old Pace set-top box was a superceded 2K and I needed an 8K replacement. OK, £80 later and I have a DVR set-top box, plugged in (via SCART) and we're away.
Except... the Freeview 4:3 images are all cropped (compared with the analogue terrestrial picture). So, say there's an on-screen info box floating an inch inside the picture as seen on the analogue broadcast, it'll be right up against the edge of the screen - or even partly cropped off the screen - on the same channel via Freeview.
I've tried the picture format options on both the TV and the box, and none give me the Freeview TV image scaled down to properly fit within the 4:3 CRT screen.
Any ideas?

You have a 4:3 TV with an aspect button! Thats quite unusual on its own. With freeview most things are broadcast in 16:9 so to make it fit on a 4:3 screen there are two options; the first is Letterbox, this will give you the whole content but there will be bars top and bottom forcing the correct shape. The second is the crop option sometimes labelled Pan and Scan, all this will do is to chop the edges off the 16:9 image to make it fit the 4:3 screen but obviously you loose the edges of the picture.Except... the Freeview 4:3 images are all cropped (compared with the analogue terrestrial picture). The difference you are noticing may be because when analogue broadcast a 16:9 image it actually dosent it uses 14:9 instead as it is a happy medium between the two formats.
From your description it does sound like there is some kind of zoom functionality activated.
