Odd looking emergency vehicles

I was driving home this afternoon, heading north on the M1 through Northamptonshire when I noticed a grey E46 approaching quite fast. As he got close behind me he turned on his blues and twos but the siren sounded oddly quiet. The blue lights were quite small/not as bright as other emergency vehicles and were only in the grille. His headlights were flashing left/right alternately as I'd have expected.
He passed me and there were't any flashing lights at all on the back of the car. Anyway, I thought no more of it until about fifteen minutes later when I saw a rusty, dented Mercedes Vito van in my mirrors. Again this had two small blue flashing lights mounted on the front bumper and the same oddly quiet siren (and the alternate flashing headlamps). He was having trouble getting through the traffic and was alongside me for a short time. There was a hard hat on the dashboard and as he went past I saw the back of the van was full of scaffolding gear and ladders. The side and back of the van were covered in dents and it didn't look very well looked after. Apart from the flashing lights on the front it looked exactly like a builder on his way home from work. It also had no flashing lights on the back.
I'm no expert but I don't remember seeing any other emergency vehicles with blue lights as pathetically weak as on these two, they were about as large and bright as indicator side repeaters - I guess they were either both excellent unmarked cars (the BMW was 03 plate and and Vito was 04 plate), or were fake.

There are companies which will sell light and siren kits to anybody who wants to use them to force their way through traffic. It's a big issue in Russia but anybody anywhere can get them mail order.
