Engine swap - legal requirements?

Does anyone know where to find the DVLA rules on an engine swaps?
I understand they have tightened up the rules for swapping engines and getting the V5 updated.
It's for a kitcar that was correctly SVA'd and registered in 2008.
I bought a new engine off eBay a year ago and I have the engine number(obviously) and the cars chassis VIN number (from the ECU) but I don't have the cars Registration number.
What are the rules?

I Swapped the engine in my Stratos Replica last year - Just sent off the Log Bookas I had before, but like you say thats not good enough anymore.
The DVLA said they needed a receipt from the garage that fitted & supplied the engine, Or a report from the RAC or AA.
I fitted the engine so the first option was no good & the RAC & AA are expensive.
I got my local garage to look at the car and engine & write a letter on headded paper, saying that they mu car Reg No******, Chassis Number ****** had engine No.****** fitted & that its capacity was 3200cc.
That worked fine as the log book came back with th enew engine No.
