Whats the weight of the car before ballast?

It's about the same as carrying 4 passengers. Every car i've had from 50bhp to 300bhp has had a noticeable drop in performance when fully loaded.

About a year ago I think Auto Express did a (actually quite interesting, for a change) test of car performance when empy, then again fully loaded.
7 seater people carriers were losing around 2 seconds on the 0-60 run. 5 Seater cars around 1 second.
Bear in mind these are your average diesel engined cars, and not high performance machines.

350 HP, RWD, 1200KG - 3.8 seconds
350 HP, RWD, 1450KG - 4.4 seconds

I have some more in depth car analysis software at home, takes into account dimension, drag co efficuint, gear ratios, tyre sizes...

As you say, in the BTCC it isn't so much acceleration which is impeded; the cars usually accelerate from a standstill once per race unless something has gone wrong! The lap pace will be more effected under cornering and especially braking.

other consideration is where the 250Kg's is put.

ie. 250Kg's on the roof would have a devastating effect compared to the same at floor level
