Barring 118 500 numbers

My dear ole mum has just had another colossal phone bill from BT. Over 100 pounds of which was from her calling 118 500... (she has Alzheimers, and we can't stop her doing it...)
After the previous large bill, I contacted BT to set up call barring to stop her calling directory enquiry (DE) numbers, as they said they provided that service. But since phoning them back after the latest bill, I have been informed you can't barr just 118... numbers. Its all or nothing, and she needs to have access to reach any of us on mobiles.
Anyway, do Virgin Media or any other providers offer a service that allows you to barr DE numbers?
