Japanese VIP scene?? Disastrous

This video starts off bad, and then from about 43 seconds in just gets ridiculous. I only heard of the "VIP" scene in Japan recently, but I hadn't seen cars that looked like this before?
I do not understand what could have motivated this sort of butchery.

Whats with the really long exhausts sticking up? Looks like the power line on a dodgem car or a tram. What are the equally long pipes coming out some of their bonnets???
Why do they have lip spoilers the size of a garage door? Is that legal, it would chop a pedestrians ankles off not to mention you wouldn't be able to park anywhere close to a kerb.

Sorry, but thats not VIP...
Those cars are in the Bosozuko style, which is a car gang. The point of the stlying is to be rediculous, different and illegal.

so VIP style is where it looks like the suspension has collapsed?
I think that is Bozozuku style which started as young kids who formed motorcycle gangs. The Bozozuku gangs themselves are a sort of criminal caste that feeds into the Yakuza eventually, but I suspect after seeing other kids with crazy styled bikes and later cars that ordinary Japanese kids have copied it.
