Travelling on my first package hoilday for many years soon (Thomas Cook airways-gulp!). 15kg baggage allowance each (four of us), so no problems there. However, scanning the tickets it states 15kg max per individual bag. Now we could quite easily fit everything in two suitcases and one small bag, but the cases will be about 20kg. With two small kids, I'd rather not be lugging around four bags unecessarily. While being well under our max allowance, are we likely to get stung for the individual bags being over.

Yep... I very much doubt sense would be seen. Perhaps take 2 large cases weighed to 15kg and 2 hand luggage sized with 10kg each.

Edit to add if you've not been away for a long time dont forget NO LIQUIDS in hand luggage over 100ml.

If its a package holiday you wont be luuging the bags anywhere until you get to the hotel as there will be trolleys in the airports and a bus to take you to the hotel.
