E36 Braking problem

Every now and then the brakes on my 318i seem to be not existent when using the brakes gently until they are pressed harder. Bit like lack of servo assistance. Can also be accompanied by a whirring noise, although I'm not convinced the problems are necessarily linked. Anyone any ideas.
