Unadopted road rules

I'd like to pick the brains of people in the know of unadopted roads in UK. I'm know of a road that is unadopted which is heavily residential i.e. 40+ properties come off it. It's in really poor state and it is a concern that ambulances/fire services would not be able to get through it due to it being in such a state.
1. Whose responsibility is it to maintain it?
2. Could it be possible to appeal to get the road to become adopted and tarmac'd? is this likely?
3. If it's unadopted, who owns it? Could someone buy it?

1. Each frontager is responsible for the section between the lateral boundaries of their property. Assuming houses on both sides then it will be halfway to the centre of the road.
2. Yes, you can ask. However don't hold your breath. It depends on several factors including the length of the road and whether it leads directly off a Council maintained one. They will almost certainly expect the residents to contribute to part or all of the cost. Therefore unless everyone agrees and can stump up the cash it is very unlikely to happen. I know of a clutch of roads in one extremely affluent area of what is now an outer London Borough which remain unadopted to this day. Many of the properties date back to Edwardian times. Even with a 100% united front and all residents being willing to pay their share, Council budgets are being savagely cut so it will be somewhere off the bottom of their scale of priorities for the remaining staff to deal with the necessary formalities.
3. It could follow 1. above - i.e. everyone has a slice - but that isn't guaranteed. You would need to look at the deeds/conveyances when the land was sold and the houses built. That assumes the answer can be found therein. This is by no means always the case. For one person to buy it (assuming all potential owners can be established and the propective purchaser has the necessary funds) and thus be wholly responsible for its upkeep would imo be utter madness.
