Am I missing something here? Does it say in the Highway Code somewhere where if you put your hazards on, it's ok to drive anywhere like, oh I don't know for example, straight down the paths of a park in central london because you are too f
king lazy to go out the exit where you parked and instead decide to drive through the park regardless of the people walking, kids playing and so on?
Mind you at least it's not as bad as those who reverse up slip roads with them on, becuase obviously with your hazards on IT MAKES IT OK TO DO SO.

Are you sure it wasn't someone doing some work in the park and didn't happen to have a orange flashing light for the top of their vehicle? Unless they were disguised as a silver frontera with cool boxes and picnic blankets in the back whilst being driven by a forty something bald guy who was arguing with his othe rhalf about the fact they had to drive around the band stand as the paths were getting too narrow for them to go down, no

This guy found out that if you park on zig zag lines on the pavement at the world's most famous pedestrian crossing a ticket will arrive on your windscreen pretty quickly regardless of hazards...
The pic doesnt show it but he did have his hazards on
