"The PAC said part of the problem had been weak leadership in the department. "The department could have avoided some of the pitfalls and waste if they had consulted at the start of the process with health professionals," it said.

"We are concerned that, given his significant other responsibilities, [NHS chief executive] David Nicholson has not fully discharged his responsibilities as the senior responsible owner for this project. This has resulted in poor accountability for project performance."

The report also criticises the contracts between the department and suppliers – so far, £1.8bn has been paid.

"One supplier, Computer Sciences Corporation (CSC), has yet to deliver the bulk of the systems it is contracted to supply and has instead implemented a large number of interim systems as a stopgap," it said.

The department told MPs it may be more expensive to terminate the contract than see it through, while another provider, BT, "has also proved unable to deliver against its original contract". "

It was announced on Tuesday, on the local radio, that a Dundee GP practice is to close this Friday, 4 days to try and get yourself signed up somewhere else or 1700 people without a GP....guess where all the moneys gone ^^^^^

As far as I could see they ordered the project then tried to decide what they wanted it to do.
Last time I looked there were at least 11 different levels of access but front line services could get to the appropriate information.
The cost of hardware was prohibitive and out of date before it was commissioned.
Shocking system from start to end

I would love to see investigations into the relationships of those who get these ridiculous contracts, and those who give them out...

BT!?!?!

Whodathunkit?

It would be hysterical if it wasn't so tragic and BT will just keep doing this kind'a st and get away with it.

I don't think I know of one BT project that's gone well or even come close to delivering what was expected.

^^^^ This.

Also, £11bn!?!?! And the media drip at the cost of 2 x 65,000 ton Aircraft Carriers, when the yanks get 1 for twice the price!

That's procurement under Labour for you.

£11bn off the national debt would be nice.

I assume after presiding over an 11bn failure he'll be stepping down?

Its just mind-blowing. Someone who didnt care was being told a load of nonsense by someone with no scruples. I bet they were in-built with the millenium bug fix, though

£1bn is still a monumental amount of money for an IT system.
500 programmers @ £60K
20 managers @ 100K

That's £70m a year on wages. You could have had that team working on the problem for 157 years for £11bn.
High wages, too.
Some people have made a lot of money from this.

So the NHS has scrapped a system that's cost about a month's budget?

Or to put it another way, a quarter of our annual interest payments on the UK debt.

Pfft.

I think that it may not be possible given current technologies to build such a large IT system. By the time anything is agreed and signed off it is out of date... Stakeholders SME's, developers project managers and end users come and go, hardware is redundant before it is even swiched on etc etc etc

Not sure what the answer is though!

I think for £1bn you could quite easily make an intranet system that did what the NHS wanted it to do. Then hardware is pretty much redundant on anything but the server side.
Even then, the project can be designed with certain hardware in mind and it doesn't matter if the hardware is obsolete by the time it goes live. It just has to work.

Jet planes are 15+ years out of date by the time they start flying. They still manage to fly.

It's easy to say "I could do that for X", but I bet you couldn't really. I bet the major problems aren't even technical, the technology is the easy part.

Really? How would £1bn allow you to obtain a client specification that doesn't exist and has no reasonable prospect of existing in the near future? What you mean (if you're any decent standard of program / project manager) is that you'd refuse to commission the project on the grounds it is not feasible.
