Does fitting an inlet manifold and throttle body from an e39 525 to a 528 boost the power in the same way as the tried and tested e36 325/328 swap?

I'm asking on behalf of my brother who has a 528, I don't really need any more BHP myself biglaugh

Yes, but make sure it is the M52 single vanos engine, and not the M52TU double vanos version.
